Making the Case for Multiculturalism

Multiculturalism and ‘identity politics’ have both overlapping and discrete characteristics. Identity politics, for example, widens out to race, ethnicity, gender, age, sexual orientation, national origin, language, religion, disability, and so forth. Humanity’s mosaic. It’s where, in a shift toward pluralism, barriers dissolve — where sidelined minority groups become increasingly mainstreamed, self-determination acquires steam, and both individual and group rights equally pertain to the ideal.

This situation is historically marked by differences between those people who, on one hand, emphasise individual rights, goods, intrinsic value, liberties, and well-being, where each person’s independence stands highest and apart from cultural belonging. And, on the other hand, the communitarians, who emphasise a group perspective. Communitarians regard the individual as ‘irreducibly social’, to borrow Canadian philosopher Charles Taylor’s shorthand.

The group perspective subordinately depends on society. This group perspective needs affirmation, addressing status inequality, with remedies concentrated in political change, redistributive economics, valuing cultural self-worth, and other factors. Communitarians assign primacy to collective rights, socialising goods, intrinsic value, liberties, and well-being. In other words, civic virtue — with individuals freely opting in and opting out of the group. Communitarians and individualists offer opposed views of how our identities are formed. 

But the presumed distinctions between the individual and community may go too far. Rather, reality arguably comprises a coexistent folding together of both liberal individualism and communitarianism in terms of multiculturalism and identity. To this point, people are capable of learning from each other’s ideas, customs, and social behaviour, moving toward an increasingly hybrid, cosmopolitan philosophy based on a new communal lexicon, fostering human advancement.

The English writer (and enthusiastic contributor to Pi’s sister publication, The Philosopher) G. K. Chesterton always emphasised the integrity of this learning process, cautioning:

‘We have never even begun to understand a people until we have found something that we do not understand. So long as we find the character easy to read, we are reading into it our own character’.

Other thinkers point out that cultures have rarely been easily cordoned off or culturally pristine. They contend that groups have always been influenced by others through diverse means, both malign and benign: invasion, colonialism, slavery, commerce, migration, flow of ideas, ideologies, religions, popular culture, and other factors. The cross-pollination has often been reciprocal — affecting the cultural flashpoints, social norms, and future trajectories of both groups.

Globalisation only continues to hasten this process. As the New Zealand philosopher of law Jeremy Waldron puts it, commenting on the phenomenom of cultural overlap:

‘We live in a world formed by technology and trade; by economic, religious, and political imperialism and their offspring; by mass migration and the dispersion of cultural influences’.

How groups reckon with these historical influences, as groups become more pluralistic, deserves attention, so that change can happen more by design than chance.

After all, it’s a high bar to surmount the historic balkanisation of minority cultures and to push back against the negativism of those who trumpet (far too prematurely) multiculturalism’s failure. The political reality is that societies continue to reveal dynamically moving parts. Real-world multiculturalism is, all the time, coalescing into new shapes and continuing to enrich societies.

Multiculturalism in political philosophy involves acknowledging and understanding the fact of diverse cultural moorings in society and the challenges they pose in terms of status, equality, and power — along with remedies. Yet, in this context, the question recurs time and again: has the case really been made for multiculturalism?

The American philosopher John Searle, in the context of education, questions the importance of ‘Western rationalistic tradition’ — where what we know is ‘a mind-independent reality . . . subject to constraints of rationality and logic’. Adding: ‘You do not understand your own tradition if you do not see it in relation to others’.

Charles Taylor, however, sees multiculturalism differently, as an offshoot of liberal political theory, unhampered by heavily forward-leaning ideology. This aligns with postmodernist thinking, distrusting rationalism as to truth and reality. The merits of scepticism, criticism, subjectivism, contextualism, and relativism are endorsed, along with the distinctiveness of individuals and minority groups within society.

Advocates of multiculturalism warn against attempts to shoehorn minority groups into the prevailing culture, or worse. Where today we see rampant nationalism in many corners of the world — suppressing, tyrannizing, and even attempting to stamp out minority communities — eighty years ago Mahatma Gandhi warned of such attempts:

‘No culture can live if it attempts to be exclusive’.

The Politics of the Bridge

Bridges are the stuff of superlatives and parlour games. Which is the longest bridge in the world? The tallest? The most expensive? And then there's also a prize which few seem to compete for - the prize for being the most political. The British Prime Minister, Boris Johnson’s. surprise proposal in September for a feasibility study for a bridge to Ireland threatens to scoop the pot.

But then, what is it about bridges and Mr. Johnson? Fresh from the disaster, at least in public relations terms, of his ‘Garden bridge’ (pictured above) over the river Thames, the one that Joanna Lumley said would be a “floating paradise”, the “tiara on the head of our fabulous city” and was forecast to cost £200 million before the plug was pulled on it (leaving Londoners with bills of £48 million for nothing), he announces a new bridge - this time connecting Northern Ireland across seas a thousand feet deep to Stranraer in Scotland. This one would cost a bit too - albeit Johnson suggests it would be value for money at no more than £15 billion.

If Londoners choked on a minuscule fraction of that for their new bridge, it is hard to see how exactly this new one could have been afforded. Particularly as costs of large-scale public works don't exactly have a good reputation in terms of coming in within budget.
The 55-kilometre bridge–tunnel system of the Hong Kong-Zhuhai-Macau bridge that opened last year was constructed only after delays, corruption and accidents had put its cost up to 48 billion Yuan (about £5.4 billion).

When wear and tear to the eastern span of the iconic San Francisco Bay bridge became too bad to keep patching, an entirely new bridge was built to replace it, at a final price tag of $6.5 billion (about £5.2 billion), a remarkable sum in its own right but all more indigestible because it represented a 2,500% cost overrun from the original estimate of $250 million.
Grand public works are always political. For a start, there is the money to be made on the contract, but there is also the money to be made from interest on the loans obtained. Money borrowed at a low rate from governments, can be relent at a higher rate. Even when they are run scrupulously, bridges are, like so many large construction projects, moneygorounds.

And yet, bridges have a good image, certainly compared to walls. They are said to unite, where barriers divide. "Praise the bridge that carried you safe over" says Lady Duberly at breakfast, in George Colman's play The Heir at Law. But surface appearances can be deceptive. Bridges, as recent history has shown, have a special power to divide.

That Hong Kong bridge is also a way of projecting mainland Chinese power onto its fractious new family member. President Putin's $3.7 billion Kerch Strait Bridge joining Crimea to Russia was hardly likely, as he put it, to bring “all of us closer together”. Ukrainians and the wider international community considered Russia's the bridge to be reinforcing Russian annexation of the peninsula. And if bridges are often favourably contrasted with walls, this one, it soon emerged, functioned as both: no sooner was the bridge completed than shipping trying to sail under it began to be obstructed. No wonder that Ukraine believes that there was an entirely negative and carefully secret political rationale for the bridge: to impose an economic stranglehold over Ukraine and cripple its commercial shipping industry in the Azov Sea.

In this sense, a bridge to Northern Ireland seems anything but a friendly gesture by the British, rather it smacks of old-style colonialism.

But perhaps the saddest bridge of them all was the sixteenth century Old Bridge at Mostar, commissioned by Suleiman the Magnificent in 1557 and connecting the two sides of the old city. Upon its completion it was the widest man-made arch in the world, towering forty meters (130 feet) over the river. Yet it was constructed and bound not with cement but with egg whites. No wonder, according to legend, the builder, Mimar Hayruddin, whose conditions of employment apparently included his being hanged if the bridge collapsed, carefully prepared for his own funeral on the day the scaffolding was finally removed from the completed structure.

In fact, the bridge was a fantastic piece of engineering and stood proud - until that is, in 1993 when Croatian nationalists, intent on dividing the communities either side of the river, collapsed it in a barrage of artillery shells. Thus the bridge once compared with a ‘rainbow rising up to the Milky Way’ became instead a tragic monument to hatred.

How Does Identity Politics Infuse Political Discourse?

The great English political philosopher, John Locke, observed:
“We are like chameleons, we take our hue and the colour of our moral character, from those who are around us.”
Locke’s insight into human tendencies and the effects of relationships applies as much to identity politics — and the behaviours, aspirations, and goals of group affiliation — as to society as a whole.

Identity politics has been making increasingly recurrent global appearances, announced with bold headlines: In the United States, legal and constitutional grappling over a ban on incoming travelers from select countries; in the United Kingdom, a vote to leave the European Union, at least in part inspired by unrest over borders and immigration; in the Netherlands, calls heard for those who do not ‘agree with us’ to leave. The examples are plenty; the social and political lines are clearly and often-fervidly drawn.

This brand of politics typically pulls in groups whose allied members self-identify on the basis of assorted social identifiers and causes — race, ethnicity, national origin, gender, sexual orientation, social background, disability, religion, economic class, generational cohort, education, indigenous provenance, language, and others. Identity politics also pulls in policymakers disposed sympathetically to reach out to, understand, and advocate on behalf of these groups’ interests — as well as policymakers who, rooted in their own conviction, don’t and won’t. The glue that binds members of self-identified alliances is wariness over the specter of coercion and disapproval, as seen to be normalised by the dominant demographic of society.

‘Identity politics’ is a loaded term, fraught with powerful emotions and symbols. Members of these subgroups, apprehensive of diminished power in their personal and public lives, share the belief that clear-cut identifiers set them up for potential distrust and discrimination. Those reactions by ‘outsiders’, whose judgement may at times be tinged with nativism, fuel a sense of marginalisation and disenfranchisement. The distinctive ‘otherness’ of these self-identified subgroups may prove a handicap not just to acceptance by the mainstream, but to opportunities to fully partake of the benefits that society routinely offers to the majority—or, perhaps more often, that the majority offers to itself.

Group constituents feel deprived of opportunities to determine — at their own discretion, undiminished by reactionary elements — even the larger, existential contours of their lives: their role, their purpose, their future. Through group consciousness and identity, the groups’ struggle has a cosmopolitan ring: communities with shared values, sometimes philosophically disagreeing with one another as ideas churn and contradictions slowly get untangled through a healthy dialectic, often subsequently guided by a written or at least implied platform. Moreover, collaboration across groups may be seen as a viable strategy to amplify their individual voices. Good ideas, after all, are not a zero-sum currency, so aggregating ideas across groups is to their collective advantage.

Perhaps it’s too easy to shoehorn people into social categories with their own demographic markers, but that seems the reality — with the potential for wedge issues to spur spirited differences of opinion about leadership, principles, and methods. The latter being a beneficial dynamic, however. Identity politics serves as a force multiplier in burnishing the groups’ philosophy and ideology, and in the process taking it public. This includes their grievances, their claim to rights and redress, and their petitions to political representatives for systemic, institutional change. Like-minded political representatives may act as the advance guard, taking to the bully pulpit, as well as legislating to replace discriminatory policy with positive policy — practical, actionable policy, not just feel-good nostrums.

Collective action and voice are aimed at repudiating and pushing back against recursive incidents of stereotyping and stigmatizing. Such action and voice provide the bedrock for defying what arguably bodes the worst for members of these subgroups: that is, the threat of irrelevance. And they are aimed at harnessing the energy to successfully counter the narratives that deepen the social fissures and attempt not only to carve out a lesser status in society for group members, but also deprive people of undiminished expression of their equality and value in an otherwise often heterogeneous society.

Identify politics is neither a conservative nor a liberal phenomenon; it falls on both sides of that (reductive) divide. Populism, for example, comes in both political flavors — as continues to be seen in countries around the world. One category that fits under either the liberal or conservative rubric is ‘social background’ — where a sense of victimhood is more important to group members than is simple demographic labeling. People resorting to a crude, reflexive branding of groups may wield any ideology on the political continuum, from the far left to the far right. It’s whatever proves handy in the moment, however one may be philosophically predisposed — where actions, not just reimagined theory, matter, serving as an accelerant for change.

Accordingly, those who disapprove of what they see and hear may seize upon both conservative and liberal identifiers as a framework and animating principles for their cause. Social groups that fall into either category must reclaim their history and draft their own narrative, shouldering how they wish to be defined — outside the orbit of cultural hegemony, accepted non-judgementally for who and what they are and for what they want to become. Societies benefit by allowing room for both conservative and liberal identities to thrive, serving as a bulwark for the best of democracy and its organising principles, even as the balance between the two ideologies might shift back and forth in turns.

Whether identity politics — largely unmoored from mainstream politics — is an effective strategy for politicians campaigning and legislating is an ongoing debate. Legislators, strategists, political pundits, academics, and the public have weighed in. Concerns include, at the core, whether the focus on identity politics atomises audiences with very different identities and needs, and in so doing risks diluting broader-based political messaging.

Those opposed to identity politics argue that messaging would be more effective if the targeted audience is only ever all society — hoping to hit the broader themes of greatest concern to the greatest number of people for the greatest return. Preferably as much outside of a partisan framework as possible, notwithstanding policymakers’ predisposition toward political expediency. Yet, an ambitiously inclusive message risks misfiring in the minds of many self-identified groups, whose platforms, expectations, and anxieties need to be spoken to in a tailored way in order to resonate most productively. Ideally, the greatest effectiveness would emerge from a fusion of both identity messaging and mainstream messaging. Coffers and personnel permitting, it doesn’t have to be either-or.

As the contemporary political philosopher, Sonia Kruks, puts it, how today’s identity politics steers a materially different path from earlier forms of the politics of recognition is the “demand for recognition on the basis of the very grounds on which recognition has previously been denied” — race, gender, ethnicity, and so forth.


This key, enabling ‘demand’ goes beyond the mere superficialities of unsatisfying, insufficient protectionism. Rather, it conjures proactivity, self-assuredness, articulateness, and an embrace of the legitimacy of one’s identity through shared experiences. Locke’s enlightened spirit fits this endeavour, valuing everyone (irrespective of ‘social tribe’) as “equal and independent,” free from “harm” — where the restorative powers of human and civil liberties take an ever-firm hold.
